Crisis Coordination Has Left the Command Center, But Has Security Kept Pace?
For much of the modern era, crisis coordination was rooted in the physical command center, controlled environments built for resilience, security, and clarity under pressure. These spaces were designed to function when systems were strained, degraded, or under threat.
Today, that model has decisively shifted.
Operational coordination is now distributed by default. Decision makers, agencies, and partners are rarely co-located, yet they are expected to collaborate in real time across borders and domains. Video conferencing and digital collaboration platforms have become central to this new model, enabling rapid information exchange in situations where time is critical.
This evolution has brought undeniable advantages, but it has also raised a question that is far too often overlooked: are the tools now underpinning crisis coordination designed for the environments in which they’re used?
Most widely adopted collaboration platforms, particularly those that are cloud-based, were developed to support enterprise productivity rather than high-assurance operations.
Their design priorities are:
- Accessibility
- Scalability
- User experience
These are valuable attributes in day-to-day business environments, but they do not necessarily translate to resilience in contested or high-risk scenarios.
In a crisis, the requirements are fundamentally different.
Security by default
Communications systems must be secure by design, not as an added layer. They must remain operational under degraded conditions, whether due to infrastructure disruption, network congestion, or deliberate interference. Most importantly, they must provide certainty around identity, control, and information integrity.
This matters because crisis environments are inherently unpredictable.
They are defined by stress on technical, operational, and organisational systems. Under these conditions, reliance on external control planes or opaque infrastructure can become a liability. A platform that performs seamlessly in routine operations may behave very differently when networks are constrained, access is contested, or trust assumptions no longer hold.
At the same time, the nature of coordination itself has become more complex.
Modern responses involve multiple agencies, coalition partners, and civilian organizations working in parallel. This multi-agency model depends on secure, real-time communication, but also on a shared level of assurance. Participants must be confident not only that they can connect, but that the communication environment is controlled, verifiable, and resilient.
General-purpose platforms rarely meet these demands.
They may lack the ability to operate in isolated or air-gapped environments. They may not offer full data sovereignty or deployment, and they often depend on continuous connectivity to centralised infrastructure, which may not be available or reliable in crisis conditions. We refer to this as the “Control Plane Paradox”, in which organizations may not be as in control of their infrastructure as they need to be.
It represents a growing gap between operational requirements and the tools used to meet them.
A Sensible Call to Action
This is not a critique of digital collaboration itself. On the contrary, the shift away from fixed command centers reflects the reality of modern operations, which are distributed and fast-moving. The challenge is ensuring that the systems supporting this model are designed with those realities in mind.
In defense and security contexts, this means rethinking communication not as a convenience layer, but as a critical component of operational resilience. Perhaps more importantly, it also requires a mindset shift.
The widespread adoption of commercial collaboration tools has normalised a trade-off between convenience and control. In many contexts, this trade-off is acceptable. In crisis coordination, it is not.
As the character of conflict and emergency response continues to evolve, the ability to coordinate securely and reliably across distributed environments will only become more critical. The organizations that recognize this and invest accordingly will be better equipped to operate under pressure.
Those who do not risk discovering, at the worst possible moment, that the systems they depend on were never designed for the realities they face.
