The Challenge
Provide a TMS successor that laid the foundations for conferencing growth
This critical part of the modern justice process is enabled by 700+ Cisco collaboration devices. The courts service had been using Cisco TelePresence Management Suite (TMS) to administer these endpoints. But with TMS end-of-life, it needed a replacement.
Its requirements were stringent:
- The solution needed to be on-premises, to give the courts full control over device data
- All key TMS functionality needed to remain available, to enable a truly seamless transition
- The solution needed to be capable of scaling, to support a forthcoming expansion of its Cisco collaboration device deployment
- With a preference for long-term stability in its technology estate, the courts service wanted a solution it could rely on for the next decade or more. It had to get its TMS replacement right first time, which meant choosing a proven solution with a long-term roadmap

With VQ Conference Manager already in use by hundreds of customers, and as the only complete, self-hosted TMS replacement recommended by Cisco, the courts service was quickly assured it was following a well-trodden path.
Its expansion requirements would easily be met, with a single VQ Conference Manager deployment supporting up to 10,000 devices – well in excess of the number the courts service expected to procure.
Meeting feature requests
During pre-sales, several product features emerged that were ‘must-haves’ for the courts. While these were on the VQ Conference Manager roadmap, they hadn’t yet been built.
We prioritized their development, getting the new capabilities production-ready in time to demonstrate to the courts service that all TMS functionality it currently used would remain available – plus a whole lot more.
Long-term assurance and commercial flexibility
Lastly, VQ Communications was able to offer the courts service the long-term assurances it required, both around pricing, and the product’s continued development.

The courts service is now live on VQ Conference Manager. Our intuitive user experience meant the learning curve for its teams was minimal. They now enjoy all the capabilities they were using in TMS, and many more. All of this means the courts service is able to direct more of its resources towards its core purpose: upholding the rule of law and ensuring justice is done across its region.
